As this isn't answered yet, i'll just ask it again until it gets answered.
I dont want the complete package mod for changing everyone, just the tiny mods for the rader and health bar.
If anyone can explain how to do this, or give me a link to download, or even the script to make it, i'll really appreciate it.

Gee, that's cute.
Right now we have something that's bringing a lot of creative talent to the field, inspiring new life in the community, and adding depth to the game...a cosmetic side of the game, where players are finding ways to just add their artistic expression...and has even at least been shown an interest by the "powers that be" at A-Net....and you're suggesting everyone just gets a ban for it....
I love it when people get scared when a group of people -- even a relatively small one (compared to the total numbers of people who play GW) -- decide to add a little color to the world.

Well said Anthony! I see nothing wrong with making it so everyone can get 15k armor for free. It would save all that farming which is needed. And even better, you'd still look different to everyone else becuase you'd only see their normal unmodded armour. All sides win apart from the elitist trade money horders

You can't just add any armor on any character. You would place the texture of the image on top of the actual looks of another. Ill upload a picture later.

technically we can make our own mini pets
well they look different on our screens

Anet should see this as acceptable i dont see why they would mind as it is only modding our own screens. other people will see you as normally so if you think your wearing fow and your actually wearing starters thats your problem

That's funny seeing as I have not heard back from Anet as to WHY I was banned. The message with code=045 is their generic "you're banned forever" message.
Once I hear back from NCSoft / Gaile I'll post.
Again my assumption is that due to logging in and out a few times on the same character in semi rapid succession is what raised the flag. Hopefully they have someone working tomorrow/today so I'll find out then.

actually im gunan play it safe and not mod untill gaile comes to the thread and clears up the matter.. i cant see this as harming anything really

It seems any bans that are occuring are caused by a flaw in the banning system.

about pvp balance I'm sure it won't hurt one bit.
If someone makes (already in existance) a spirit range mod for the radar, it would be crazy not to use it in pvp. This means all the good players will still be on an even footing. Same goes for bright monk armor etc.
EDIT: So we DO have an official word about modding and that's "It's OK"? Great!

This all seems like a very bad idea to me. It's sure to lead to exploits and cheating (eg bright skins) because what is essentially being done is reverse-engineering the game files and running them through third-party software.
Fair enough they are local game files, but mods will be shared and spread amongst the community whether you like it or not, for the purpose of gaining an unfair advantage over those who choose not to mod. It won't be about Captain America shields and pink dragon swords. Counter-strike wall hack, bright skin and headshot mods ring a bell to anyone?
Some smart guy is gonna come along and find a way to inject info into the game and *BOOM*...there goes Anet's reason to hang onto GW1. It'll save them a heap of money to drop the game once GW2 is released and this seems like the best method of encouraging that outcome.
Of course this is all ill-informed supposition and doomsaying on my part but i can only see this negatively impacting the game. So i have no pity for those of you who lose an account whether you've got tenuous approval from two employees of Anet or not because you are hacking the game and you are using third-party tools to facilitate it.

Things worth adding: targeting enemies in pvp 1-8, instead of a casting bar actual cast time progressed out of total cast as well as something similar for health.
